Muting or unsubscribing from followup emails?

There may be a workflow for this already, but:

Our team IT guy needs to look at all tickets that come in to see if he has to do anything on any of them, so we've got him subscribed to All Tickets.

However on the vast majority of tickets, he does not have to do anything - so he doesn't need to see any followup emails once he's vetted them.

Is there a way to have him notified about any new ticket, but only receive followup emails about tickets he is assigned to or follows?
