Hide completed Tasks when creating Notes

We've received feedback that it would be handy to hide completed Tasks when creating a new Note (either via right-clicking > 'Add Note to Selected' or via the Review Notes App). Currently, all Tasks on that Entity appear as an option to link the new Note to, however, in most cases you're not going to want to link a new Note to a completed, NA or Omitted Task.

    Specifically when you click the Pipeline Step checkboxes when creating a note it should ignore "inactive" tasks (complete, na or omit). If you want to link to inactive tasks you would have to dig deeper to the tasks and manually select the inactive tasks.

    It looks like a pretty personal case/feature. For example, we are creating a new open note on a completed/final and that note then force this task to change it's status to "ready to fix". You might have task in "complete" state or even in a "final" state but there is a great chance you could get back to it as you find some missing bugs or when you need to change something.

    It would want to be configurable to ignore specific status that work for the project, and the filter should be able to be turned off as needed (like any other filter).

    Also when you click "Show Tasks" it would want to hide them by default.

    On one of our large asset builds we have 140 tasks only 30 of which are not completed.
