Event Daemon Pre-Event Trigger

We would really like the ability to have triggers be defined as 'pre' or 'post' event. Some tasks are better run before the event takes place in Shotgun. One area this comes up is ensuring that only certain people receive an email when something extremely specific happens. This is important because currently  the follow system isn't able to handle filtering on follow requests (ie. only follow x entity for y amount of time when z amount of entities are created or removed every w unit of time). The workaround right now is to create a note after an event has happened and then modify an entity post creation.
