What is the difference between these two values for the "Field Type" field in Field entities?

KP Generally, permanent field types are required internal Shotgun fields. They allow for less configuration and cannot be removed. Dynamic fields are user-defined fields that allow more customization and can be retired. There are some exceptions to this however. These designations are used primarily by our own developers.
