KP There's information about permissions in our Customizing Shotgun forum here https://support.shotgunsoftware.com/entries/21624-permissions as you found.
In 1.13 we'll start rolling out the first steps of the UI for managing permissions ad then we'll follow up with that later in the year with the rest of the work to fully control Permissions through the UI.
In the meantime, if you need to create new Permission Roles or have a specific need, please contact support@shotgunsoftware.com and we'll help get your Permissions configured to match your needs.
