While in Shotgun, I can review versions of a shot through RV.
When those files are moved from that directory the link in Shotgun breaks. I'd like to be able to move files around the server, and re-link the path with out having to re-upload the same file.
I believe we were told to hire a python coder. Is this something that can be simply described to allow non-coders to go through and update Shotgun and re-link media that was moved for Archive.

I think this is a question you might want to ask the Shotgun support team about. RV does not control the media stored in Shotgun. Here is a link to their support site:

isn't it just a matter of changing Shotguin's path_to_frames and path_to_mov files to reflect the new location? RV reads those so that should fix it easily.

Frank is correct. You will need to update those fields to keep Shotgun's idea of where the files are for RV.
