Can multiple shotgun entities point to a single file on disk with shotgun desktop?

Currently I have seen shots tracked as their own entity, and tracking scenes as their own entity was easy to set up as a custom entity.. until we needed to track shots as part of a scene in the shotgun website but leave the scene as the only file on disk.
I am as of yet unable to create a new file for the scene and have all the shots point to said scene file, each shot tries to point to its own file.

Is there a way to do have multiple entities in shotgun track their progress based on progress made on one file?
