Shotgun 4.0 Apps : Do we get API access?

I cannot seem to find any information about how to write an "App" for shotgun 4.0.   Will there be a public API for apps, alongside the existing CRUD API for accessing the database?  When can we expect that?  Or am I simply overlooking the documentation under my nose?   Thanks.
